e-Procurement software launched for use by govt depts in Andaman and Nicobar Islands

The Chief Secretary, A & N Administration Shri. Anand Prakash today launched the e-procurement portal of Andaman & Nicobar Administration in a simple function held at Conference Hall of Secretariat in the presence of Pr. Secretary (Edn), Secretary (Health), Secretary (GA), Special Secretary (IT) and other Senior Officers of A & N Administration.

Speaking on the occasion Shri Anand Prakash,  Chief Secretary lauded the efforts of IT Department for implementing the e-Procurement solution despite connectivity constrains that is prevailing in the Islands. He advised the Department of IT to provide all support that may be required for implementing the e-Procurement application by the departments in a consistent manner.

Earlier, Dr. Utpal Sharma, Special Secretary (IT) briefed the gathering about the e-Procurement application and the hybrid architecture that have been adopted for implementing the application.

He informed that the e-procurement solution is being implemented with the support of M/s KEONICS (A Government of Karnataka Enterprise), covers the full lifecycle of public procurement from the publishing stage to award and execution of contracts. The solution is a vibrant end to end solution for buying/selling of products and services through tendering process. It supports A-Z activities of tendering based on proactive work flow concept. Fine details of tendering like vendor registration, tender announcement and corrigendum, tender form processing, opening, negotiation and tender awarding are supported in a real time interactive environment.

As a pilot,  the e-Procurement is being implemented in five departments  viz. (1) Director of Shipping Services (2) Transport, (3) DBRAIT (4) Director of Health Services and (5) Store Division of APWD.

Based on the feedback and after carrying out required modification, the application will be extended to all the departments in phased manner.

Due to poor internet bandwidth, the e-Procurement application is implemented following hybrid architecture. The application can be accessed by Departments through intranet while the prospective bidders can access the application through internet at www.eproc.andaman.gov.in. Those bidders from A & N Islands who do not have internet facility can avail the services of e-procurement through the nearest Common Service Center or from special counters set up at concerned Departments. The application can be accessed by vendors from mainland through the portal www.eproc.andaman.gov.in. The Department has also set up an helpdesk at o/o SOVTECH BRAIT Campus for providing continuous support to the departments in implementing the application and for assisting the vendors/ bidders.
