Eligibility Criteria for TDC and EMD Exemption for Tenders published on IREPS website

Several categories of vendors like MSME firms, Firms registered with the zonal railway for the tendered item, Firms approved by RDSO/ PUs etc. for the tendered item etc. are exempt from payment of either Earnest Money or Tender Document Cost. Such bidders can claim exemption by selecting the Claim Exemption option on the payments page.

  • MSE
  • Approved Vendors (For Tendered Items)
  • Registered with Zonal Railway
  • Manufacturers
  • Accredited Agent (of Manufacturers)


 Details of the Exemption Categories


  • MSE: MSE registered vendors may claim exemption only upto the monetary limit of their registration for the item tendered.
  • Approved Vendors (For Tendered Items): Approved Vendors may claim exemption only for those specific items for which they are on approved list.
  • Registered with Zonal Railway: Registered Vendors may claim exemption only upto the monetary limit of their registration with the Zonal Railway (of tendering department) for the items tendered.
  • Manufacturers: Vendors may claim exemption only for the items which they are manufacturing.
  • Accredited Agent (of Manufacturers): Vendors may claim exemption only for the tender items for which they have obtained tender specific authorization from the manufacturer.


 Important Notes


  • Upload scanned copy of the supporting document (registration/ approval certificate etc., along with the relevant annexures) for claiming exemption.  Uploading of incorrect/incomplete document shall render your offer liable to be rejected.
  • Bidders are advised to go through the tender document to confirm their eligibility for an exemption category before claiming such exemption.  Claiming exemption wrongly may render your offer liable to be rejected.
