What is the difference between Works Tender and Supply/Stores Tender?

Works Tenders are those tenders in which railway give to you the contracts of maintenance work, repairing work etc.  Supply/Stores tenders are those tenders through which railway buy the product/items from vendors and vendor needs to supply the product/items when he awarded for the tender.
